National Immunization Strategy Consultant (2027‑2030)

About the role

The WHO Representative's Office in Djibouti seeks an external consultant to lead the development of the National Immunization Strategy (SNV) for 2027‑2030. The consultant will work closely with the Ministry of Health and key partners to produce an evidence‑based, fully costed strategy aligned with IA2030, GPW14 and the Country Cooperation Strategy.

Key responsibilities

• Conduct stakeholder consultations and comprehensive document review.
• Analyse immunization programme performance, coverage, equity and supply‑chain data to identify bottlenecks.
• Facilitate national and technical workshops to shape the strategic framework.
• Configure and populate the NIS.COST tool, leading costing and financial modelling.
• Develop financial scenarios, conduct funding gap analysis and prepare an investment case.
• Support high‑level budget dialogue with the Ministry of Finance and partners.
• Draft, finalize and validate the SNV 2027‑2030 document, including a monitoring and evaluation framework.

Required profile

• Advanced university degree (Master’s or higher) in Public Health, Health Economics, Health Policy or a related field.
• Proven experience in immunization programme planning, health‑economics analysis and strategic costing.
• Demonstrated ability to lead multi‑stakeholder consultations and workshops.
• Strong analytical and report‑writing skills.
