Monitoring, Evaluation and Learning Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships and knowledge exchange across the African space ecosystem.

Key responsibilities

• Develop and maintain a comprehensive MEL framework, including indicators, baselines and data‑collection protocols.
• Lead evidence consolidation, impact assessment and learning activities for donor‑funded, multi‑partner programmes.
• Provide technical guidance to project teams on results‑based management and reporting.
• Coordinate with EU funding bodies and African partners to ensure compliance and quality of MEL outputs.
• Produce regular evaluation reports and recommendations for programme improvement.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring, evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing and operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French and/or Portuguese is an asset.
• Experience with EU‑funded programmes and work in Africa is a plus.
