Consultancy for Light Programme Review – Djibouti Country Office

About the role

UNICEF is seeking a consultant to conduct a light programme review of its Djibouti Country Office. The assignment lasts 1.5 months and will be carried out in a hybrid mode, combining remote work with on‑site activities in Djibouti.

Key responsibilities

• Lead a focused review of the country office’s programme portfolio and performance.
• Facilitate reflective discussions and strategic thinking among senior staff.
• Analyse findings and draft recommendations to support programme improvement.
• Coordinate with UNICEF’s regional and global teams to ensure alignment with organisational standards.

Required profile

• Master’s degree in Social Sciences, Public Administration, Public Policy, International Development or a related field.
• Minimum 10 years of experience in an international development organization, preferably with experience in programme reviews or strategic shifts.
• Proven leadership in programme and team management.
• Fluency in both written and spoken French and English.
