ROWPU Supervisor – Water Purification Operations

About the role

The Reverse Osmosis Water Purification Unit (ROWPU) Supervisor leads the safe production and distribution of drinking water at Camp Lemonnier, Djibouti. Reporting to the Officer in Responsible Charge (ORC), the role also serves as Assistant Operator in Responsible Charge and Laboratory Director, ensuring compliance with Navy and DoD water quality standards.

Key responsibilities

• Supervise 24/7 ROWPU, raw‑water intake, treatment, storage and distribution processes.
• Assist the ORC and act as alternate responsible operator, communicating operational issues and risks.
• Manage staffing, work schedules, equipment operation, maintenance coordination and cost‑effective service delivery.
• Oversee water sampling, testing, chain‑of‑custody, laboratory quality controls, record keeping and reporting.
• Maintain SOPs, emergency procedures, chemical inventories and compliance documentation.
• Ensure adherence to OPNAV M‑5090.1, DoDM 4715.05, CNIC regulations and Navy drinking‑water programs.
• Train, schedule and evaluate operators and laboratory personnel, maintaining certifications and competency records.

Required profile

• Current Navy Class 2 Water Treatment Operator certification (or equivalent).
• Current Navy Class 1 Water Distribution Operator certification (or equivalent).
• Ability to meet CAC, background investigation, training and IT/OT access requirements, including SCADA access.
• Technical education and managerial capability appropriate for an onsite drinking‑water compliance laboratory.
