Site Safety and Health Officer (SSHO) Manager – Construction

About the role

We are looking for a Site Safety and Health Officer (SSHO) Manager to lead the safety program for KBR’s Job Order Contract construction projects at the Djibouti Naval Base. The role serves as the primary on‑site safety representative, ensuring compliance with all federal, DoD and NAVFAC regulations.

Key responsibilities

• Implement and enforce the Contractor’s Accident Prevention Plan in line with NAVFAC and EM 385‑1‑1 requirements.
• Conduct daily safety inspections of sites, equipment and operations.
• Prepare and submit safety documentation, Activity Hazard Analyses, permits and incident reports.
• Lead daily safety meetings, toolbox talks and pre‑task planning sessions with field personnel and subcontractors.
• Coordinate with project management, quality control and subcontractors to integrate safety into all construction phases.
• Monitor PPE usage, identify unsafe conditions and enforce corrective actions.
• Investigate accidents, near‑misses and develop corrective action recommendations.
• Maintain records of training, certifications and safety orientations.
• Support emergency response planning and participate in NAVFAC safety audits.

Required profile

• Proven experience as a Site Safety and Health Officer or similar role on construction projects.
• Strong knowledge of federal, state, DoD safety regulations, EM 385‑1‑1, NAVFAC and OSHA standards.
• Ability to conduct inspections, lead safety meetings and enforce safety policies.
• Excellent investigative and reporting skills.
