Consultant – Light Programme Review for Djibouti Office

About the role

UNICEF is seeking an experienced consultant to conduct a light programme review of its Djibouti Country Office. The assignment lasts 1.5 months and will be carried out in a hybrid mode, combining remote work with on‑site visits as needed.

Key responsibilities

• Facilitate a rapid assessment of the country office’s programme design, implementation and results.
• Engage senior staff and partners to gather insights and identify strategic shifts.
• Prepare a concise review report with actionable recommendations.
• Support the office in aligning its programme with UNICEF’s global priorities and the country’s development context.

Required profile

• Master’s degree in Social Sciences, Public Administration, Public Policy, International Development or a related field.
• Minimum 10 years of experience in an international development organization, preferably in programme review or strategic planning.
• Fluent oral and written French and English.
• Proven facilitation skills to stimulate reflection and strategic thinking.
