Consultancy for Light Programme Review – Djibouti

About the role

UNICEF is seeking an experienced consultant to support a light programme review of its Djibouti Country Office. The assignment lasts 1.5 months and will be carried out in a hybrid mode, combining remote work with on‑site visits as needed.

Key responsibilities

• Facilitate a focused review of the country office’s programme portfolio and strategic direction.
• Lead workshops and reflection sessions with senior staff to stimulate strategic thinking.
• Analyse existing programme data, identify gaps, and propose actionable recommendations.
• Prepare concise briefing notes and a final review report for senior management.

Required profile

• Master’s degree in Social Sciences, Public Administration, Public Policy, International Development or a related field.
• At least 10 years of experience in an international development organization, preferably supporting review processes or strategic programme shifts.
• Fluency in both written and spoken French and English.
• Demonstrated facilitation skills and ability to guide senior teams through reflective discussions.
