Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on strengthening sustainable road maintenance financing systems across the ECOWAS region.

Key responsibilities

• Support the establishment, reform, and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS Member States.
• Provide technical assistance on sustainable financing mechanisms and governance systems.
• Prepare and review legal, institutional, and regulatory frameworks related to RMFs.
• Advise on user‑based financing such as fuel levies and toll systems.
• Develop transparent, decentralised, performance‑based financing systems.
• Strengthen governance structures, operational procedures, and accountability mechanisms for RMFs.
• Draft technical guidelines, operational manuals, and financing frameworks.
• Coordinate with ECOWAS institutions, national authorities, development partners, and road agencies.
• Deliver capacity‑building activities, workshops, and technical training.
• Contribute to monitoring, reporting, and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• Minimum 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• Experience working on infrastructure or transport projects in developing countries, preferably Sub‑Saharan Africa.
• Background in international development cooperation and donor‑funded programmes.
• At least 7 years of experience specifically with Road Maintenance Funds or related financing mechanisms.
• Proven experience in institutional and legal reforms for transport or infrastructure financing.
