Consultancy support to conduct light programme review of Djibouti Country Office

About the role

UNICEF is seeking an experienced consultant to provide support for a light programme review of its Djibouti Country Office. The assignment lasts 1.5 months and will be carried out in a hybrid mode, combining remote work with on‑site visits as needed.

Key responsibilities

• Conduct a concise review of the Djibouti Country Office programme, assessing relevance, effectiveness and alignment with UNICEF strategies.
• Facilitate reflective workshops and strategic discussions with programme staff and senior management.
• Identify strengths, gaps and opportunities for improvement and draft actionable recommendations.
• Support the preparation of review documentation and ensure compliance with UNICEF’s Monitoring, Evaluation and Reporting (MTR) standards.

Required profile

• Master’s degree in Social Sciences, Public Administration, Public Policy, International Development or a related field.
• Minimum 10 years of experience in international development, preferably within programme review or strategic shift facilitation.
• Proven experience in leading programme and team management processes.
• Fluent oral and written French and English.
