Consultant for Baseline Study & Child Protection Research in Djibouti

About the role
SOS Children’s Villages International is seeking a qualified consultant or consulting firm to deliver two complementary research assignments in Djibouti. The work will generate evidence to support programme implementation, monitoring, policy advocacy and child‑protection system strengthening.
Key responsibilities
- Conduct a baseline study for the Balbala Standard Project, assessing caregiving practices, child‑protection awareness, service access and the situation of children without adequate parental care.
- Carry out national and local research on alternative care, child‑protection systems and community‑based responses.
- Develop clear methodologies and work plans for each assignment, including data collection tools and verification sources.
- Prepare separate financial proposals for each study and an overall combined cost.
- Provide recommendations for indicator refinement and programme monitoring.
Required profile
- Qualified national or international consultant or consulting firm with proven experience in baseline studies, child‑protection research, and programme evaluation.
- Demonstrated capacity and availability to undertake both assignments within the stipulated timeline.
- Strong analytical and reporting skills, with ability to produce actionable recommendations.
