HSE Manager (Site Safety & Health Officer) – Djibouti

About the role

KBR is seeking a Site Safety and Health Officer (SSHO) Manager to lead the safety program for its Job Order Contract (JOC) construction projects at the Djibouti Naval Base. The manager will serve as the primary on‑site safety representative, ensuring compliance with all federal, state, local, DoD and NAVFAC regulations.

Key responsibilities

• Implement and enforce the Contractor’s Accident Prevention Plan (APP) in line with NAVFAC and USACE EM 385‑1‑1 requirements.
• Act as the designated competent person for applicable construction activities.
• Conduct daily safety inspections of sites, equipment and operations.
• Prepare and submit safety documentation, Activity Hazard Analyses (AHAs), permits and incident investigation reports.
• Lead daily safety meetings, toolbox talks and pre‑task planning sessions.
• Ensure subcontractor compliance with NAVFAC safety standards, OSHA regulations and project‑specific requirements.
• Coordinate with Quality Control, Superintendent and Project Manager to embed safety in all construction phases.
• Monitor PPE use, identify unsafe conditions and implement corrective actions.
• Investigate accidents, near‑misses and generate corrective action recommendations.
• Maintain records of safety training, certifications, inspections and orientations.
• Coordinate emergency response procedures and support NAVFAC safety audits.

Required profile

• Proven experience managing safety programs on construction sites, preferably in military or government contracts.
• Strong knowledge of EM 385‑1‑1, OSHA and NAVFAC safety regulations.
• Ability to serve as a competent person and enforce safety standards.
• Excellent communication skills for leading meetings and coordinating with multiple stakeholders.
• Capability to conduct investigations and produce detailed corrective action reports.
